Plans and Reports

The OCP is the District’s highest-level plan. It expresses the community’s long-term vision and values, shaping how Sooke will grow over the next 20 years.

It provides the foundation for all other plans and bylaws — including where housing, parks, roads, and businesses can go — and ensures growth happens in a sustainable, well-connected way.

The OCP is typically reviewed every five years to confirm it still reflects community priorities, responds to changing conditions, and remains aligned with provincial legislation and best practices.

The Strategic Plan translates community vision into four-year priorities.

It sets goals and guides annual decision-making, budgeting, and staff work plans.

Every major project, service, or investment aligns with at least one Strategic Plan priority area.

Master Plans dive deeper into specific areas such as transportation, parks, climate, or infrastructure.

They help define service levels, identify capital projects, and outline long-term strategies that support the goals of both the OCP and Strategic Plan.

Examples include the Transportation Master Plan, Parks and Trails Master Plan, and Climate Action Plan.

Bylaws and policies put the District’s plans into action.

Bylaws translate community goals into enforceable rules that guide what can be built, where, and how — such as the Zoning Bylaw or Subdivision and Development Standards Bylaw.

Policies provide additional direction for how the District delivers services, manages resources, and supports community partnerships.

Together, bylaws and policies ensure decisions are consistent, transparent, and aligned with the community’s long-term vision.

Financial and corporate reports connect planning to accountability.

Documents like the Five-Year Financial Plan and Annual Report show how public funds are allocated and how the District is performing against its goals.

This ensures transparency and helps Council make informed decisions about future investments.

Specialized studies provide the technical information that helps shape District plans, bylaws, and policies.

Examples include the Housing Needs Report, Childcare Needs Assessment, Community Energy and Emissions Reports, and Rainwater Management strategies.

Some studies are prepared through a regional approach led by the Capital Regional District (CRD), such as the Tsunami Risk Assessment and Community Energy and Emissions Inventories. These collaborative efforts ensure consistent data and coordinated planning across the region.

Together, these studies support evidence-based decision-making, helping the District plan for growth, infrastructure, and climate resilience based on current information and shared priorities.
